RESOLUTION
WHEREAS, the
International Society for Human Rights has convened an annual Conference
to assess Cuba's reality under a totalitarian system that violates
fundamental freedoms and rights;
WHEREAS, the
International Society for Human Rights has expressed grave concerns
and recognizes violations of "Freedom of Expression, Freedom
of Opinion and Freedom of the Press in Cuba;
WHEREAS, these
inalienable rights are systematically denied to the people of Cuba,
who face great personal risks and repression, censorship, incarceration
and loss of life for exercising their rights to freedom of expression,
freedom of opinion and freedom of the press in the island;
WHEREAS, the
solidarity of the international community and democratic governments
are essential to advance the cause of freedom in Cuba, we welcome
the European Parliament Resolution of February 2, 2006 and the Sajarov
-Award to Cuban democratic and human rights' activists in the years
2003 and 2005;
WHEREAS, the
development and strengthening of Cuba's independent civil society
is essential to support the self-determination and will of the Cuban
people to be free;
WHEREAS, the
repressive regime that rules Cuba has maintained and intensified
its brutal repression against pro-democracy and human rights' activists,
political prisoners and their families, independent journalists
and librarians;
WHEREAS, Cuban
political prisoners have been arbitrarily incarcerated and sentenced
to long prison terms for their political views and are being held
under inhumane conditions in prisons throughout the island;
NOW THEREFORE;
BE IT RESOLVED that the International Society for Human Rights,
during its annual Conference in Germany:
Reiterates
that it stands together with the Cuban people in their aspirations
for a free and democratic Cuba;
Raises its voice to call attention to the sustained and increased
repression, including "acts of repudiation" against all
Cubans;
Urges the European Union to implement a new common policy
to help bring about democratic change in the island, and to institute
concrete measures, such as developing a list of the worse human
rights' violators in order to ban them from entering EU territory,
and inviting peaceful members of Cuba's independent civil society
to their official events and holiday commemorations;
Exhorts German and European government officials to implement
a policy to provide free Internet and uncensored information access
in their Embassies to democratic and human rights' activists, as
well as to the Cuban people;
Denounces the systematic violations of fundamental freedoms
and rights of the Cuban people, and urges the U.N. General Assembly
and the international community to do everything in their power
to exclude Cuba, as well as other systematic human rights' violators
from obtaining seats in the newly created Human Rights Council;
Calls for the immediate and unconditional liberation of all
Cuban political prisoners;
Urges democratic governments and the international community
to develop and find ways to support the Cuban people in their quest
for democracy.
Subscribed on this Saturday, May 6, 2006 and unanimously ratified
by delegates and participants to the annual Conference of the International
Society for Human Rights on Sunday, May 7, 2006 in Konigstein, Germany.
